DECREE
“The Church in Asia sings the praises of the "God of salvation" (Ps 68:20) for choosing to initiate his saving plan on Asian soil, through men and women of that continent. It was in fact in Asia that God revealed and fulfilled his saving purpose from the beginning. He guided the patriarchs (cf. Gen 12) and called Moses to lead his people to freedom (cf. Ex 3:10). He spoke to his chosen people through many prophets, judges, kings and valiant women of faith. In "the fullness of time" (Gal 4:4), he sent his only-begotten Son, Jesus Christ the Savior, who took flesh as an Asian! Exulting in the goodness of the continent's peoples, cultures, and religious vitality, and conscious at the same time of the unique gift of faith which she has received for the good of all, the Church in Asia cannot cease to proclaim: "Give thanks to the Lord for he is good, for his love endures for ever" (Ps 118:1)” (John Paul II, Ecclesia in Asia).

DECREE RATIFYING THE COAT OF ARMS
The first Marian crest from the time of Blessed Father Founder depicted a dove carrying an olive branch. Then, in 1722, the Congregation's seal was changed to an image of the Immaculate Mother of God holding a lily flower in her right hand and crushing the head of a serpent with her foot. A radiating aureole surrounded her figure. Following the Congregation's renovation in 1909, its old symbol continued to be used, though in various graphic renditions.

First Feast of Blessed Stanislaus Papczyński DECREE Recognizing the signs of the Holy Spirit's actions, as well as responding to the needs of the Church as expressed in the letter of Archbishop Antonio J. Ledesma, S.J., (from 6 February 2008), and acting on behalf of our Congregation's good and its future growth, taking into consideration the mission of embracing all nations with apostolic care in the spirit of our charism, after consulting the Province and Vicariate Superiors in Rome on March 8-10, 2007, in accordance with our C 259 and D 181 and having obtained the General Council's consent in its session of May 10, 2008, I hereby found the Residence of the Congregation of Marian Fathers in El Salvador, Mindanao, Philippines, to give thanks to God on behalf of the Marian Community for the gift of Father Stanislaus Papczyński's Beatification and in light of the 100th Anniversary of the Renewal of the Congregation by calling to life a new mission. Until a new formal Religious House can be erected according to Canon Law and our Constitutions, the new Residence shall be ruled by the following principles:
I entrust the new mission to the Divine Mercy which we believe is calling us to the Philippines to spread the good news of His love. DECREE Saint George Province in Lithuania was erected in 1930. At that time the Province had 142 members, which included 29 novices and 19 postulants. As a result of the Communist persecutions of the Church, the Marians in Lithuania were working singly in parishes and residing outside of the community life, while keeping in touch with their Superiors and zealously serving the Church. In spite of their heroic efforts, the long years spent living and working in the times of persecution, caused the Lithuanian Marians to be unable to renew the religious life in their Province, so that it could withstand the test of time. Today’s Province has 15 confreres vested with full rights, half of whom are elderly. After consultations with all of the confreres of the Province, which took place during the General Visitation on May 25 – June 2 of 2006, and upon receiving the unanimous consent of the General Council in its session on February 2, 2007, acting in accordance with NN. 204 and 206 of our Constitutions and NN. 262,8 and 262,9 of our Directory
I hereby suppress the Lithuanian Province of St. George and establish instead the Lithuanian Vicariate of St. George directly subordinated to the Superior General. According to the Indult of the Holy See granted on June 5, 2006, (Prot. No. 49696/2006), the new Vicariate has the right to use the title of the former Province, while its Superior is entitled to the title of the Provincial. This privilege is valid for the period of time defined by the Superior General in the Statutes of the Vicariate. The Vicariate will be comprised of: St. Michael the Archangel Religious House in Mariampole, St. George the Martyr Religious House in Kaunas, and Our Lady, Mother of Mercy Religious House in Vilnius. The Vicariate headquarters are located in the Mariampole House. The Vicariate shall be governed by the Statutes given by the Superior General with the consent of the General Council. I trust that the establishing the Vicariate, in place of the Province, will contribute to the renewal of the Lithuanian Marians’ religious life, by freeing many confreres from administrative duties, in order to deepen their involvement in parish ministry. I entrust all the confreres belonging to the Lithuanian Vicariate and serving with great dedication to the Church and our Congregation, into the care of Our Blessed Mother, the Advocate of our Congregation, and to Bl. George Matulaitis, M.I.C., who extends his special protection over the Vicariate in Lithuania. Prot. n. 98/2006 DECREE OF ERECTION OF A PROVINCE The first Marians officially came to the United States from Lithuania in 1913, along with Blessed George Matulaitis, to minister to Lithuanian immigrants. In 1922, Marians from Poland also came to work among Polish immigrants. An American Province with its headquarters in Chicago, IL, was erected in 1930 by the Superior General, His Excellency, Peter Francis Bucys. In 1948, the same Superior General installed another Province with its headquarters in Stockbridge, MA. The first Province was placed under the patronage of St. Casimir and the second was placed under the patronage of St. Stanislaus Kostka. The confreres of the St. Casimir Province extended the Marian community to Argentina in 1939. Through the years, the confreres ministered to the faithful of various national backgrounds and carried out different apostolic works of great importance for the Church and the Congregation. In particular, in collaboration with the laity, they distinguished themselves by zealous pastoral ministry in parishes, in Catholic education, in the apostolate of the Catholic press, in the promotion of the message of The Divine Mercy, and in fostering devotion to the Immaculate Virgin Mary. For a number of years now, there has been discussion about the two American Provinces becoming one in the belief that unity and consolidation of efforts would produce better conditions for the religious life and the apostolate. This topic was brought up also during the Provincial and General Chapters of 2005 and then, after the closing of the General Chapter, it was debated by the General Government, which concluded that the time had come to unite both American Provinces. Upon the Holy See’s agreement, the mandates of these Provinces’ governments were prolonged until the time when the Chapter of the joined Provinces would take place. Next, a Unification Committee was appointed, composed of members of both Provinces. This Committee has labored diligently to work out the various exigencies which needed to be put into place to facilitate this unification. Therefore, with all this before us, after having received on June 24, 2006, the unanimous approval of my Council, in accord with our Constitutions No. 204 and Directory No. 262/8, the Provinces of St. Casimir and St. Stanislaus Kostka will be suppressed and in their stead
I erect the American Province under the title of the B.V.M., Mother of Mercy with its headquarters in Stockbridge, MA. I commend the new Province, its members, and their apostolic works, to the wise guidance of Divine Providence. Under the patronage of the Most Blessed Virgin Mary, the Mother of Mercy, I have every hope that the new Province will develop and flourish and fulfill the mission foreseen by God for the Marians in the Americas. In spite of always changing historical and cultural environment, they ensure the historical and spiritual perpetuity of a religious community. Pondering the pathway already covered by our community, where the Divine Providence guided us, is an irrevocable source that enlivens our presence and inspires our future. In following the Church’s instructions (cf. Perfectae caritatis, 2b) and being deeply concerned about the faithful adherence to our Congregation’s spiritual heritage left by our Father Founder, carefully preserved and developed by consecutive generations of the Marians, and Bl. George Matulaitis-Matulewicz in particular, by the present decree, and having previously obtained the General Council’s agreement in its session on December 5, 2005, acting upon the authority of the Canon 578 of the Code of Canon Law and No 211 of our Constitutions, I hereby transform the Marian Historical Institute (called to life on April 29, 1995, Prot. No 34/95) into Institute of Marian History and Spirituality, as one of the works of the Congregation of Marian Fathers of the Immaculate Conception of the Most B.V.M. Fr. Janusz Kumala, M.I.C., STD, SEOL (Poland) – Chairman The main task of this Institute shall be the academic research, popularization, and promotion through publishing of the Marian history and spirituality. The aims of this Institute as well as means of their accomplishing shall be defined by the Statute approved by the Superior General. Father Janusz Kumala, M.I.C. is charged with preparation of this Statute. To my Confreres appointed to serve on this Institute I wish a most fruitful outcome of their work on deepening the Marian heritage and bringing it closer to all members of the Congregation of Marian Fathers. May the Almighty God, through the intercession of Mary Immaculate, bless all of you in your work. ![]() ___________________________ _____________________ Appendix 1 to the Decree n. 123/05 Tasks of the General Promoter Having consulted the issue with the members of the General Council during the session of June 27, 2005, I assign the following tasks to the General Promoter of the Eucharistic Apostles of the Divine Mercy: General Promoter: Acts as a liaison between the Director of the Eucharistic Apostles of the Divine Mercy (EADM) and the Superior General of the Marians in all the issues concerning EADM; In close cooperation with the Director of EADM, and under the direction of the Superior General and his Council, inspires and coordinates the development of EADM throughout the entire Congregation; In performing his mission in the Congregation, works as an adviser and coordinator; he relies on the opinion and adjusts all the issues with Provincial Superiors who are in charge of and perform jurisdiction within their provinces; Serves as an official link on the part of the Superior General in all the interprovincial matters concerning the program of EADM or other foreign projects undertaken by EADM; Together with the Director of EADM, creates the program of formation for EADM members, especially supervising its theological correctness and faithfulness to the Marian charism. The program of formation for EADM should be approved by the Superior General and his Council. In close unity with diocesan bishops, supports the Director of EADM in promoting and developing EADM all over the world, including the countries where Marians are not present; Coordinates the formulation of the EADM Statutes. NOMINATION Considering the previous good fruits of the cooperation between the Eucharistic Apostles of the Divine Mercy (further EADM) and Marian Fathers and acting in accordance with can. 148 of the CIC/1983, number 259 of our Constitutions, § IX n. 5 of the Statutes of the Association of Marian Helpers, after consultation with the General Council in the 6E session on 11th of June 2005, I hereby confirm the nomination of Fr. I believe that the cooperation between the EADM and Marian Fathers will contribute to the Glory of God and the goods of the faithful entrusted to our spiritual care, and also in promulgation the devotion of the Divine Mercy. I announce that by another decree I will establish a Commission of unification of both Provinces. The main goal of that Commission will be the spiritual, organizational, and legal preparation of the above-mentioned Provinces in view of their unification. I would like to thank the current Provincial Governments for their willingness to continue their work. I would also like to thank the Provinces for their willingness to work together in the unification process. I ask all the confreres from both Provinces for their heartfelt cooperation in this work.
